Bad customer service

I deregistered with the college in April due to bad customer service and requested for refund and emailed them all required documents, but I haven't received my refund until today, all I get is collection calls and massages, and now they are debiting on my account without my consent. I want to be refunded as cannot pay for the service I didn't receive.
