anpther bill no response from intec

Yesterday i received a letter stating i had 10 days to pay my bill to intec, i apparently owe them R10k+. I emailed Nadiemah Parker she said that there was a request to cancel my studies 5 years ago but it wasnt processed. So im right in assuming this is their own administrational negligence? I still dont have study material and they still want their money saying im bound by contract, but Intec so are you to provide study material upon registration
