5 months and no feedback for study material

Its been 5 months after I made my payment and I have yet to receive all of my study material. I have called weekly and each time it just gets escalated. A friend received all his material within a week. Even the management doesn't want to speak to students when asked to be put through. How can one be expected to complete a course within the time limit if the materials don't come in time?
