3 years since last complaint still no progress/sol

I completed a wedding planner course at intec more than 3 years ago, and passed with high marks. I have struggled to get my certificate from them and was promised in 2012 that they will definitely provide it soonest. I still haven't received it 3 years later and have lost out on several job opportunities as i could not provide proof that i completed this course (all thanks to Intec not providing me with my certificate). It should really not be so difficult to provide a customer with their deserved certificate and it should not take longer than 3 years???
