3 months and still no communication but I'm liable

I registered in March, Paid 9000 rand in advance for a 21000 rand course. In April I stopped working dues to unforseen circumstances and notified them immediately. Sent through the deregistration documents as requested a week later. Didn't receive any responses that they received my documentation or that the deregistration process was in place. Sent numerous emails enquiring. The debit orders still going off my account so I called in and they said it's a lengthy process and that they hadn't received my documentation. I was so angry but resend it as requested. A month later they still haven't reviewed or communicated with me in any way other than to tell me I'm still liable yet my reasoning for deregistration was that I am no longer working and cannot afford it any longer. I am convinced these people want you to suffer.
