Unprofessional and stinking attitude

I am currently studying credit management through a certain college who is affiliated to the Institute of Credit Management. In September this year the college and ICM had problems the college I am studying with broke away from them and gave us an option to either write our exams with their new partners or ICM on advice from my Manager I registered by both institutions as the allegations that was being made were quite serious. A week before the exams I started requesting information from ICM as to details with regards to the exams. After numerous phone calls and mails I eventually gave up. I sent a mail informing them that I was no longer interested in writing the exams through them and I wanted a refund. Their admin office was then very quick to phone to ask me why; the same person who had been ignoring my requests; I told him that it was three days before I had to write the exam and I still had no idea where the exam was being written. I was sent forms which I completed and sent back to them on the 7th November to which I got no response, no surprise there. I resent the mail the 17th and the 21st still no reply. I eventually phoned and requested to speak to the accounts department , who then requested that I re-send the documents which I did. I was informed that this has now been given to the Director who is looking at it. To date I have not had any further response from them. In a letter ICM sent out on the 16th of October they state that the colleges are legally obligated to transfer the registration fees to them if the students decide to write the exams through them , but yet they don't feel that they are legally obligated to refund your money if you feel that due to the negligence you are unable to write your exams through them. I have contacted SAQA and the Department of Higher Education to register a complaint against them. I have also made contact with other students who are experiencing the same problem. If ICM has a problem with the college they should resolve it with them and not involve innocent people And as for their admin clerk he really needs to work on his attitude as he is the reason why I did not write my exams through ICM.
