Certificate reprint

I emailed ICB requesting my Faset reprint, they said I must pay R350 for a reprint and they will mail it before the end of September, but till today I haven't received it instead, they sent multiple emails confirming that the issue has been resolved when I remind them about my certificate. I am stuck, can't apply for a job or further my studies. Plz help me what can I do?
