My Instagram account is hacked

Someone hacked my account and is busy asking people for money using that account. I used Instagram help guides for hacked accounts and changed email addresses but they aren't helping at all. The thing is Instagram did not send me email to warn me that someone is trying to change my account. And I can't even log in using my Facebook. That person has full control of my account now and I can't do anything. I tried reporting it but Instagram won't take down that account. I'm defeated. What to I do.
