Innovation Group refused to pay for Fan belt, Antifreeze but I'm covered for Mechanical & Breakdown problems

I sent my car to VW for repairs & when Innovation was supposed to pay the Invoice then VW consultant phoned me that Innovation confirmed they can inlay for Waterpump & Labour R4300.00 and I must pay R3300.00 for Fanbelt, Antifreezer?? I don't understand why I should pay so much money while Im covered for SERVICE & Mechanical & breakdown problems.
