Horrible service

I have been without a car for almost two weeks now, I took the car to a dealership and a diagnostic was sent to Innovation with all the documents they have requested. The company then said the findings were not accurate so they instructed the dealership to change a part of the turbo instead of just replacing the whole thing. I was told that I will have to pay the diagnostic out of my pocket and consumables and that was strange because how else does the fault get identified. I agreed to that just get the car done and I will pay that shortfall. The dealer has sent the report stating that the issue is still there, but Innovation is quite about it. I am not sure where to escalate this now because I have never missed any payment towards my extended warranty policy with them. I find myself calling them daily to get some sort of movement.

891157 is the claim, how do you find an issue without diagnosing the car and then ask a paying client to sort out that bill wow. Now they don't want to approve for the turbo to be removed but they need pictures of the turbo to be sent to them. How do you see if turbo is broken from a picture?
