Frustrated beyond believe!

Innovation was the insurer in a third party claim in 2013 and the assessor wrote off the motorbike. Innovation paid out the claim for the written off motorbike but failed to deregister the motorbike with the licensing department as required as this is now their property. Now in 2018, more than 5 years later, I am not able to put a car in my name as this motorbike is lying on my name with outstanding license fees. I have spoken to the licensing department and they say Innovation must contact them to have this done. I have tried to get a hold of someone at Innovation to urgently resolve this as this is now affecting my current insurance and that is a nightmare in it self as those contact people on the original forms are no longer there, and the switchboard ladies are refusing to transfer me to someone in management as they do not understand my query!
