awaiting feedback on refund

I faxed an INVOICE for a towing fee i paid , i am yet to get a refund, when i call in , i get sent from pillar to post , i have been given numbers to call and when i do , no one is able to help ,they just send me to the department that deals with my query but i havent recieved any help, my many desperate calls have caused my bill to sky rocket pls help .
