inkbank dont want to refund my money

I have bought Toners from Ink Bank and found them faulty. returned them for exchange a found the new ones also faulty. i went back for refund. the Owner of the business Mr Pius promised to refund then from there is dogging me and nit taking my calls. he does not want to refund me.
