empty promises

i bought a house from infra consults developer .Our house is next to the passsager and my kitchen door from last year <br> february 2014 we lodge a complain about the passager that it does not have pipers for water when it rains the water got stalk there and when its hot we cant even open the the due to high crime that we are facing in south africa.the developer come after the complian and the people of (JRA jobug )we where promised that the passege will be closed last year november the people from JRA even had meeting with our developer .when JRA check the plan of ext 28 protea glen they dnt even see the passage from the map. i cant even build a wall in my yard becouse it will fall 3 years down the line due to that water that stak there .
