Electricity deposit not refunded

When I was signing the lease contract to move in from the 1 February 2015, I was inform that the electricity will be converted from billing to prepaid which could take place beginning of February 2015 and my electricity deposit of R1500 will be refunded when the pre-paid electricity is active as it was in the application process awaiting for approval during that time.<br> The prepaid electricity has being active since 2 March 2015 and I have not being refunded my electricity deposit till today.<br> I owe them R1500 for non-refundable lease contract deposit and I had asked them to set it off against the money they owe, however I have not being successful.<br> My challenge is that they are threatening to take action against me today (6 May 2015) by 12pm yet they have also not refunded me my deposit nor communicated with me in writing as to when am I going to get my deposit? Every month the company that manages the electricity deducts R69 when I load the prepaid electricity to manage it at the same time Infinitum is keeping my R1500, this does not make sense.
