Debt review

I got a call from an agent from IDS and I made an enquiry with them. Upon my on own research that they are debt review company I did not go through with it. However to my surprise they flagged me for an enquiry. I called them to find out why and they advised I will be unflagged after 30-60 days and it has now been 4 months with me constantly calling them and them telling me to be patient. I recently called them provided everything they need and they told me to wait an additional 21 days. Why was I not informed that even though I did not sign the documents they sent and did not go through with the debt review I will be still be flagged.
