Refundable deposit

Good day my son was staying at this flats and he made a notice to move out a month prior due to him relocating,i had paid a 1100 non refundable levy,a refundable deposit and a monthly rental on his first month, now they refuse to pay back the deposit and they say that deposit covered the rates i dont understand how does deposit cover the rates while i paid the full rental
