Does Not Pay My Deposit Back 2 Months After Vacating the Unit

I stayed in one of their units for 6 months. (1) I left the unit thoroughly cleaned with no damages, yet they are claiming cleaning and painting against all the rooms. To start with, the inspection is supposed to be jointly done between the tenant and the inspector from Indluplace, but they do not do it, instead they go inspect on their own, which is against the contract. (2) The cleaning that is supposed to be done; Indluplace has been waiting for the quotations since 19 October 2021, it is now 12 January 2022.
