Deposit refund issues

They refused with my deposit, and only gave me R1499’88 from a R5500 deposit, saying the flat is not clean and one of the rooms needs painting, of which I did not see in the pictures they sent me, I wouldn’t advice anyone to live there, if you do, don’t pay deposit just to be safe
