No delivery although account has been paid on time

My bill is paid before the due date per EFT. The proof of payment is emailed to the admin department, but because they do not check their bank statements, these payments are not credited in time. with the result that newspaper deliveries are suspended. This happens on a regular basis, every three months when my subscription becomes due. It has happened once again and no Weekend Argus has been delivered. I have been told by one of the consultants that I need to speak to Danelle Stroud on Monday 23rd. The problem is that I have paid, but I do not have my newspaper! I am furious!!!
