Poor communication and interest

Estate / rental agents. Very quick and efficient in showing rental unit 13 months ago. Since then, zero contact except for sending me statements and addressing me incorrectly or not at all eg. "Good day" and telling me an account is due when it is not. Further, even though there was an understanding about an annual increase Independent Advisors did not even consult landlord on % increase. I had to contact landlord to negotiate. Is this what rental agents are there for ?
