Worst service ever

I bought a cellphone online on the 05 July 2021 and on the 20 July 2021 I received a call advising that the courier company could not deliver because of the unrest that took place on the 12 July 2021. I receive an email on the 19 July advising that my order will be delivered on the 20 July 2021 by midday and if not I will get my refund. Today is the 28 July 2021 and I received email that my order was delivered to customer at 12:54 and I did not get it. May I please find out who signed for the delivery and please refund me with credit interest because I used my credit card to purchase and the bank is charging me interest every day on the amount used on the credit card.
