There is a reason why they are called Incredible *******ion

There is a reason why they are called Incredible *******ion!! I purchased two international travel adaptor plugs from them yesterday. I came home and when I plugged them in, they started making a crackling and sparking like noise, so I went to return them today. I was told that they would charge me a 15% handling fee because the boxes were opened. How was I supposed to know that the items were defective without opening the box? Surely this goes against the Consumer Protection Act?? Daylight *******!!! If the items do not work properly, as a retail store you send it back to the manufacturer and get them to replace it, but instead they will probably do this but then they also rob their customers!!
