Shocking service on return

The absolute worst service I have ever received from a store. I ordered an Xbox controller online which arrived in terrible condition and then was returned. The store manager promised me a refund and keeps changing the date. I have waited almost 3 weeks for this to be completed and now when I call the store he is mysteriously always busy and I need to keep wasting my airtime calling back? Totally ridiculous!
