Online purchase nightmare

Bought a very expensive item online,emailed a cancellation request on the 4 of june the next day,tracking my order on their website shows they notified the courier numerous times that order is cancelled,i have not taken delivery of any package,as of today the 14th of june i still have not recieved my refund,after numerous calls to call centre i keep getting told it is by financial department in the process for refund,but phone the next day then it is not requested yet,everyday a diffrent story,emails dont get answered and no refrence numbers are given.I feel are busy breaching the ECT Act/Electronic communications and transactions act aswell as the CPA act.I dont know what to do anymore
