Online order

I ordered a phone online via payflex 3 weeks ago and I Stull haven't received it. They keep giving me excuses about how their delivery guy couldn't reach me, but I always have my phone with me and my network coverage is good. And if the delivery guy really did call, I could have gotten a message from my network provider notifying me about the missed call, but I have never received any, so I think they're lying. I keep sending email asking them to cancel the order and refund me but my attempts fall's through...I am tired, I just want my money now.
