bought an item cant use as it wont download

I bought a webplus x8 from your watercrest store - i explained to the guy that my cd rom wasnt working properly and that if i bought this item and i couldnt download from the cd was it possible to download from the internet from the serif website he said yes he thinks so - so i bought it but now i am told by the agents phoenix that you cannot do this ... so i am stuck with an item i paid R700 for and cant use it and i dont want to outlay another 700 on another cd rom when i dont use it hardly at all so what do i do with this item now as i put the cd into my tower but it wouldnt download
