Asus laptop slower than a tortoise 🙆♀️

Bought this laptop yesterday (ASUS X509 Cel N4020 4 1 HDD) from Incredible Connections. Got home charged for 3 hours, switched on but it was too slow I ended up leaving it for the morning. Tried to setup again in from 11:am still terribly slow. Did reset to factory settings, got even worse. It only stated to reset at after 4 pm and by then I had decided to return it to the IC store. Only to be told I would have to pay 15% handling fee, packing and everything still intact but still charged this ridiculous fee. I initially wanted to get a faster laptop in the same shop but due to this absurd fee I told them to take their fee and return the rest of my money. No way I'm supporting a sho that can't treat customers right.
