Product not as advertized, picked up but no refund

The first order placed was received with no problems and gave me the false impression that this is a good choice for any import needs. The second purchase from them however was anything but. I placed an order for safety equipment which was received as some sort of make-believe costume for grownups instead of the the padded jacket it was advertised as. Had I used it as advertised I could have had severely inured myself. The item was delivered in September 2019 (5 months ago) whereupon I promptly informed them of the mishap. I was told they could return it for a refund. The jacket was picked up and yip, no refund received. They do answer you e-mails if you try to get feedback, but it is mostly "I'll follow up to-morrow" and then nothing...week after week after week... They are willing to sell you **** and completely unsafe "safety equipment" for the full price of the actual product and advertise it as the actual product which is the most messed up thing in itself and then they take it one step further in picking up the product again from you, but not actually refund you.
