Two weeks,two workers but still no paving

Tavi sent an sms telling me that he would commence with my paving on 9 March.He also indicated that the paving will be done in two weeks.He dropped off 2 workers on a few mornings.My yard has been levelled but two weeks have gone by but no paving bricks were even delivered.When I try to contact him he does not even answer my calls.Tavi is totally irresponsible as he has no work ethics.I have given him till the 24th.Then I shall file a case against Tavi.
