Uncomplete website

I paid IIS Group a 75% deposit to build a custom made website on the 16th of December 2012. They promised me delivery late February 2013. There were no communication during that time and I had to go down to Cape Town in August 2013 to visit them so that I can find out why there is still no website. We discussed everything that needed to be done and they promised delivery September 2013. They kept on making empty promises and excuses and still no website. I went to see a lawyer which cost me thousands of rand to wrote them a letter and still no website. Now they do not have a web developer and can't complete the website and for the last 2 months they told me that they will assign another web development company that is capable to finalised the website and yet I am still waiting for that to happen. I even asked them for my deposit back so that I can find capable web developers to build the website and still they are ignoring me. Rodney is never available when I phone him - if he is not sick, he is in a meeting, if he is not in a meeting, he is busy with online banking, if he is not busy with online banking, he is out to see a customer, etc. etc.
