Water bill amounting to thousands. No investigation!?!?!?

I moved into the Hampton estate last year. My water every month has been around R100 for an apartment with 2 tenants. For the last 3 months they have billed me around R6000 for every month. They are issuing an eviction notice for me and have cut my electricity which I pay for as it is prepaid. When I complain then there is absolutely no assistance or investigations regarding this. Their staff is very disrespectful, threatening and rude. I was called and threatened a few months ago because my partners car was not moving. They threatened to tow it for me to the junkyard. If I knew it was going to be like this I was never going to move in.
