poor service and bas attitute

Afternoon.....I have a problem....I'm staying in IHS properties in protea glen,protea park 2,I've since reported on the 22nd about not receiving hot water......today i do a follow up and I'm told that the property manager won't approve my complain due to rent arears.....it's been 3 mnths not receiving statements from them and normally if u pay rent and u owe maybe 300rnd you'd get correspondence but nothing has been happen....today im told u won't get service becase I've been short-paying my monthly rental.
