Lights switched off

Little Manhattan Pretoria West, decided to switch of our lights by giving us a penalty fee for noise being made, there was no investigation we were not asked nor told in advance of the lights being switched off, further more the date they said the noise was made i was home alone my husband was away with work. Customer service is so poor. Procedures and processes to be followed when switching off lights. I called their head office to lay a complaint i was sent from pillar to post, when i asked to speak to their complaints department. I don't recommend anyone t to stay in this place. They don't know how to treat customers. When i spoke to credit control, they told me the building manager nor the property owner can help me with making payment arrangements, after i asked her can we pay this amount month end as it was spare of the moment thing.
