IHS wants me to fork out R3,000 for a cable!

I moved into a flat managed by them, the block of flats is new. There is no dstv connection and they do not want you to install a dish either. They want you to buy some cable of almost R3,000 out of your pocket that you are not guaranteed to receive back when your lease expires. This specific cable can only be used at this building so I will basically throw money in the water. So currently I am unable 2 watch any form of tv whilst the building manager watches in full HD at his house!
