IHS Property - Exit Inspection

I stayed at IHS Property - Urban Ridge West. When i got the unit it had defects from kitchen to bedrooms and bathrooms (Including the tiles scratches on the floor). The unit was also wiped and not painted and i still took the Unit and insisted that they must however note down the things that are not at 100% of which they agreed and we took the pictures.

Upon the exit inspection - they had mentioned the things that I had complained about in the entry inspections and they said I should repair them and they were included in the quotation by the Property Manager.

Upon communicating with them, there is still no response to this date.

Why would the property management be in the business of including costs to be borne by a tenant without referring to the entry inspection when doing the exit inspection? This is not on and legal route should be taken!
