Excuses

Inspector failed to address issue of leaking inside the house by not going to the trapdoor to see if leak comes from the pipes, which it was. He unrightfully said it was the roof that was leaking, but there was no rain for 5 month! Plumber fixed the overflow geyser pipe and leak had stopped. Why is my claim been rejected to fix damage to the walls caused from leaking pipe?
