Identity trying to open credit accounts with no permission

My husband and I have been working very hard to pay off all our debts for a few years to achieve our goal of purchasing our first home this year. We finished all our debts in April, we did our credit checks 2 weeks ago and were furious to find out of enquiries that Identity did on my husband. They did phone him to offer him an account, but he never agreed to anything. It shows on the credit bureau that they actually tried more than once, impacting his credit score negatively!!
