Identity refusing to pay me back my money

It’s been 1 month now, Identity has not given me a full refund of the order they did not place that I bought online. It was R859 and they only gave me back only R360 and the balance of R499 is still short I complained since beginning of October even to date they haven’t given it back. Is it necessary to take Identity to small claims court?
