Identity account opening confusion

I got a message to apply for an account by replying to an sms with my initials and ID number I received a message after I sent the details that a 750 voucher and 3000 credit is waiting for me I must complete more details threw a ussd I did which didn't work it kept saying try again, so eventually I did the process on the site which then said my application is declined??? How can it be ready for me and at the same time declined, anyway my wife shops alot at identity I would be interested in the account if url can open it, even if it's a smaller credit limit as a start like 1500 IL match that 1500 in a cash and account sale and buy for 3000
