Metering overuled by metro

After the teething pains od setting up the metering systems for our tenants, the municipality comes and bypasses everything, meaning the money and time spent on getting the meters installed is null and void. Why didnt Ideal prepaid let their clients know about this, or have a plan of action once Pretoria started rolling out these massive changes. Now I have mutiple meters at my hom, but all all bypassed, so a songle tenant is now buying prepaid power frim the state and then the rest are paying him.
