Worst company I have dealt with

My brother completed a course with ICB in 2015 october but up until now he has not yet received his certificate. He has been contacting them for the past years but no action was taken by them. This year i decided to contact them and I have been contacting them everyday for the past 2 weeks and the people either hang up on me or tells me the person responsible is in a meeting, almost everyday for 2 weeks. I eventually spoke to her and she promised to send me an email but up until now, no email sent. I sent yet another email and called after that, but till now, no response from her. They now sent results to Fasset and they print the certificates, so i called Fasset and they said they never got the results from ICB. I dont know what is so hard to send results for printing honestly? It has been 2 years now and my brother does not have his certificate to show he is qualified for his course, yet he graduated, honestly, who does that???
