RAIN! WHY WAS RAIN REGULATED?!

Do you guys have procedures in place or do you just regulate anyone with the funds? Rain is a new service but it's not working although we South Africans pay for the service? I don't understand what is wrong with the leaders of this country. Are you guys finding it hard to develop in the new generation? What is the problem?
