ICASA take action against content service companies

This is actually a request to ICASA to formulate a process whereby "content services" companies simply cannot just subscribe cell phone customers to content services without the customers written agreement to such services. In my mind what these companies are doing is highly ******* and should be stopped immediately. I would appreciate ICASA's response to this problem.
