Bad service

My wife registered with IBTC to Study ICB financial accounting. We opted for the For the payment plan. We paid the minimum deposit as well as the ICB fees.

They sent and email saying that we must register on ICB student portal that send them the reference number in order for them to pay the fees to ICB.

Today my wife was told that they will Only pay ICB when we pay the account in full. They should have told us this upfront then we would have paid ICB directly.
