Dissatisfied customer

I collected my vehicle at this dearlership on the 11th of February 2019, till today the 25th March I have not received my vehicle registration certificate.

The only explanation I get is that the motor licensing offices are to blame. This is my 3rd vehicle, this has never happened before. I got a chance to speak to the manager, he promised to get back to me, but NO. I'm too stressed
