Number plate

I bought Hyundai atos at Hyundai east rand end of August till today the dealership doesn't want to give me my number plate, traded in my car they told me I must pay the disc before I get my number plate went to post office at post office they said I can't pay because the car is not in my name, Nathalie she's telling me stories that doesn't make sense send email to the dealership principal no respond.
