I need my certificate

In 2013 I was offered a learnership by Department of social development.We were trained by NACCW ,we completed in 2015, all the work was passed to HWSETA for verification and ceŕtificates. I have not received my certificate since then its 10 years now.I want my certificate.Others received theirs only two of us left. Every they ask me to send some documents but no progress.
