Negligent business

I ordered some clothing in July, coming to R200. I paid extra for courier (R70), meaning the package would arrive 2-3 working days later. Nothing arrived, since then i have been messaging her over and over with limited response. When she does respond she makes excuses and lies (I know this as they often do not add up). If this was the case surely she would be more apologetic then she has been, it has almost been made like I am the problem. Her most recent response (Monday the 7th September) was that she is posting the package in next few days and will (this time) send a tracking number, I haven't heard from her since then. She is ignoring my messages and emails.
