Cannot certify their own designs

I paid an 80% deposit for an adjustable louvre awning, but then get told that they cannot complete a SANS 2 Engineers report for municipal building approval! Why pay R43000 for their product when they are incapable of certifying their own design? I can pay R27000 for a competitor and pay for the certification myself!!!
